This promise also has been not literally, but spiritually fulfilled, for in this sense only have the seed of David and the Levites been multiplied.

Gill's Exposition of the Entire Bible

Then may also my covenant be broken with David my servant,.... A type of the Messiah, with whom the covenant of grace is made, stands fast, and will never be broken; see Psalm 89:3; for, as the other is impossible, the breaking of the covenant with day and night, or hindering the certain rotation of them; so likewise as impossible is the breaking of the covenant with David concerning the perpetuity of his kingdom in the Messiah:

that he should not have a son to reign upon his throne; which he has in Christ, and ever will have; for he shall reign for ever and ever:

and with the Levites my priests, my ministers; of the line of Phinehas, to whom an everlasting priesthood was promised, and which has been fulfilled in Christ, who has an unchangeable priesthood; a priesthood that will never pass from him, and go to another; see Numbers 25:13, Hebrews 7:24.

Geneva Study Bible

Matthew Henry's Concise Commentary

33:14-26 To crown the blessings God has in store, here is a promise of the Messiah. He imparts righteousness to his church, for he is made of God to us righteousness; and believers are made the righteousness of God in him. Christ is our Lord God, our righteousness, our sanctification, and our redemption. His kingdom is an everlasting kingdom. But in this world prosperity and adversity succeed each other, as light and darkness, day and night. The covenant of priesthood shall be secured. And all true believers are a holy priesthood, a royal priesthood, they offer up spiritual sacrifices, acceptable to God; themselves, in the first place, as living sacrifices. The promises of that covenant shall have full accomplishment in the gospel Israel. In Ga 6:16, all that walk according to the gospel rule, are made to be the Israel of God, on whom shall be peace and mercy. Let us not despise the families which were of old the chosen people of God, though for a time they seem to be cast off.

2 Samuel 23:5 "Is not my house right with God? Has he not made with me an everlasting covenant, arranged and secured in every part? Will he not bring to fruition my salvation and grant me my every desire?
2 Chronicles 7:18 I will establish your royal throne, as I covenanted with David your father when I said, 'You shall never fail to have a man to rule over Israel.'
2 Chronicles 21:7 Nevertheless, because of the covenant the LORD had made with David, the LORD was not willing to destroy the house of David. He had promised to maintain a lamp for him and his descendants forever.
Psalm 89:34 I will not violate my covenant or alter what my lips have uttered.

From the destruction of Jerusalem to the present time, a period of nearly eighteen hundred years, the Jews have had neither a king nor any form of government whatever; nor has the office of high priest, or priest of any kind offering sacrifice, been exercised among them during the same period. Hence this must be understood of the spiritual David, Jesus Christ, both the king and High Priest of his church, the Israel of God, in whom the covenant of royalty with David and his seed, and that of priesthood with Aaron and his seed, have received their full accomplishment; and all the sacrifices of that dispensation were superseded by his one oblation of himself, the efficacy of which remains for ever.
