[1] prey to the heathen

The whole passage (Ezek 34:23-30) speaks of a restoration yet future, for the remnant which returned after the 70 years, and their posterity, were continually under the Gentile yoke, until, in A.D. 70, they were finally driven from the land into a dispersion which still continues.

Jamieson-Fausset-Brown Bible Commentary

28. dwell safely-(Jer 23:6).

Matthew Henry's Concise Commentary

34:17-31 The whole nation seemed to be the Lord's flock, yet they were very different characters; but he knew how to distinguish between them. By good pastures and deep waters, are meant the pure word of God and the dispensing of justice. The latter verses, 23-31, prophesy of Christ, and of the most glorious times of his church on earth. Under Him, as the good Shepherd, the church would be a blessing to all around. Christ, though excellent in himself, was as a tender plant out of a dry ground. Being the Tree of life, bearing all the fruits of salvation, he yields spiritual food to the souls of his people. Our constant desire and prayer should be, that there may be showers of blessings in every place where the truth of Christ is preached; and that all who profess the gospel may be filled with fruits of righteousness.

Jeremiah 30:10 "'So do not fear, O Jacob my servant; do not be dismayed, O Israel,' declares the LORD. 'I will surely save you out of a distant place, your descendants from the land of their exile. Jacob will again have peace and security, and no one will make him afraid.
Jeremiah 32:37 I will surely gather them from all the lands where I banish them in my furious anger and great wrath; I will bring them back to this place and let them live in safety.
Ezekiel 34:5 So they were scattered because there was no shepherd, and when they were scattered they became food for all the wild animals.
Ezekiel 34:25 "'I will make a covenant of peace with them and rid the land of wild beasts so that they may live in the desert and sleep in the forests in safety.
Ezekiel 36:4 therefore, O mountains of Israel, hear the word of the Sovereign LORD: This is what the Sovereign LORD says to the mountains and hills, to the ravines and valleys, to the desolate ruins and the deserted towns that have been plundered and ridiculed by the rest of the nations around you--
Ezekiel 39:26 They will forget their shame and all the unfaithfulness they showed toward me when they lived in safety in their land with no one to make them afraid.
Hosea 11:11 They will come trembling like birds from Egypt, like doves from Assyria. I will settle them in their homes," declares the LORD.
Amos 9:15 I will plant Israel in their own land, never again to be uprooted from the land I have given them," says the LORD your God.

they shall. It is evident that this prophecy could at most have only a typical accomplishment in the return from captivity under Zerubbabel, and in their consequent prosperity; but the restoration of the Jews from their present captivity, and the consequent peace and prosperity of the church and world, fully answer to this energetic language.
