Keil and Delitzsch Biblical Commentary on the Old Testament

In Daniel 7:26 and Daniel 7:27 this judgment is described (cf. Daniel 7:10), but only as to its consequences for the world-power. The dominion of the horn in which the power of the fourth beast culminates is taken away and altogether annihilated. The destruction of the beast is here passed by, inasmuch as it is already mentioned in Daniel 7:11; while, on the other hand, that which is said (Daniel 7:12) about the taking away of its power and its dominion is strengthened by the inf. להשׁמדה (to destroy), וּלהובדה (and to consume), being added to יהעדּוּן (they shall take away), to which שׁלטנהּ (his dominion) is to be repeated as the object. סופא עד, to the end, i.e., not absolutely, but, as in Daniel 6:27, to the end of the days, i.e., for ever.

(1) In the beast vision of Daniel 7. the fourth beast is declared to be "the fourth kingdom," i.e. the Roman empire, the "iron" kingdom of Dan. 2. The "ten horns" upon the fourth beast (Roman empire), Dan 7:7 are declared to be "ten kings that shall arise" (Dan 7:24) answering to the ten toes of the image vision of Dan. 2. The ten kingdoms, covering the regions formerly ruled by Rome, will constitute, therefore, the form in which the fourth or Roman empire will exist when the whole fabric of Gentile world-domination is smitten by the "stone cut out without hands" == Christ Dan 2:44,45 7:9.

(2) But Daniel sees a "little horn" rise up and subdue three of the ten kings Dan 7:24-26. His distinguishing mark is hatred of God and of the Saints. He is not to be confounded with the "little horn" of Dan. 8.--a prophecy fulfilled in Antiochus Epiphanes. See Scofield Note: "Dan 8:9". 26. consume . destroy-a twofold operation. Antichrist is to be gradually "consumed," as the Papacy has been consuming for four hundred years past, and especially of late years. He is also to be "destroyed" suddenly by Christ at His coming; the fully developed man of sin (2Th 2:3) or false prophet making a last desperate effort in confederacy with the "beast" (Re 16:13, 14, 16) or secular power of the Roman empire (some conjecture Louis Napoleon): destroyed at Armageddon in Palestine.


Matthew Henry's Concise Commentary

7:15-28 It is desirable to obtain the right and full sense of what we see and hear from God; and those that would know, must ask by faithful and fervent prayer. The angel told Daniel plainly. He especially desired to know respecting the little horn, which made war with the saints, and prevailed against them. Here is foretold the rage of papal Rome against true Christians. St. John, in his visions and prophecies, which point in the first place at Rome, has plain reference to these visions. Daniel had a joyful prospect of the prevalence of God's kingdom among men. This refers to the second coming of our blessed Lord, when the saints shall triumph in the complete fall of Satan's kingdom. The saints of the Most High shall possess the kingdom for ever. Far be it from us to infer from hence, that dominion is founded on grace. It promises that the gospel kingdom shall be set up; a kingdom of light, holiness, and love; a kingdom of grace, the privileges and comforts of which shall be the earnest and first-fruits of the kingdom of glory. But the full accomplishment will be in the everlasting happiness of the saints, the kingdom that cannot be moved. The gathering together the whole family of God will be a blessedness of Christ's coming.
